- How are minutes produced? The best systems generate the draft minutes automatically from the session record. If staff still type them manually, the system is decorative.
- Can the public search everything? Full-text search over bills, votes and sessions is now a baseline expectation for transparency.
- Who owns the data? Demand export in open formats. Your legislative record should never be hostage to a vendor.
- Does it integrate with the transparency portal? Legislative acts are public acts; duplication between systems guarantees inconsistency.
- What happens when the internet fails mid-session? Offline tolerance and conflict resolution matter in real council chambers.
Build, buy or customize?
Off-the-shelf products fit large legislatures with standard procedures. Small and mid-sized councils usually have the opposite profile: unique internal rules, tight budgets and staff of five, not fifty. That is where a custom build or a customizable platform wins — you pay for the workflow you actually have, not for modules designed for a national congress.
